His family immigrated to the United States in 1957. A 1968 Graduate of Perry High School, he attended Macon Junior College. During the mid-1970's, Frans was the first Head Coach of the 7th/8th-Grade and B-Team Football Teams at Westfield School. Those players fondly remember him as the one who taught them "how to win" and got the school off to a winning start. Frans accepted a job at Cemex, formerly Medusa Cement Company, in 1971, and has worked there just days shy of 45 years. Frans had come to think of his co-workers as his extended family and was grateful for those friendships. He worked in various positions within the company and was most recently the Safety Manager, traveling to various Cemex sites across the country. For many years, he enjoyed being an Umpire for local baseball and softball games, and spent many hours each week reading all kinds of books. Frans was a member of Perry United Methodist Church and had attended the Christadelphian Sunday School Class in the past. He was preceded in death by his parents, and a brother, Joseph Meens.Left to cherish the memories of Frans are his loving wife of 5 years, Sherrie Cooley Meens; his sons, Nick Meens and Patrick Meens, both of Hiawassee; his grandchildren, Landon and Ava Meens; his sister, Annemieke Meens Pistone (Joe) of Philadelphia; his brother, Johannes Meens (Nan) of Leesburg; and several nieces and nephews.
